With flooding on the raise, a tremendous amount of vulnerable locations have chemical plants that could easily leak into the water system (https://www.nytimes.com/interactive/2018/02/06/climate/flood-toxic-chemi...). What proactive steps could we take now to avoid this nightmare scenario?

It seems the most systematic way to deal with this would be to make as many of these very harmful chemicals obsolete.
Next, there should be international laws on regulatory frameworks.
