The beach in the 50's on Rockaway is partially inaccessible to humans due to the protected nesting grounds of the endangered Piping Plover. This area is also mostly low-income - seeming to create an issue of equity vs. habitat protection. Are there ways to protect the species while allowing for more human interaction/access to the beach?

Why not build walkways with small bridges over reserve crossings so people can at least access the ocean?
